Classic Interlude Halisha's Shadow

When i try to spawn halisha's Shadow NPC any ids ( 25339 / 25342 / 25346 / 25349 ) i have text in chat "There is no Target" and NPC doesnt spawns..... also without this NPC impossible to complete Quest Four Goblets
