Bug Scroll of Escape to OREN Or is it a condition to be in some areas?

When I use the escape scroll TOWN OF OREN, in the automatic activation of the quest "Kekropus' Letter: A Clue Completed", the escape scroll does not work, it only works the visual activation but it does not take me to OREN.
