Hello there everybody.

First of all, thank you for the nearly perfect compilation and client<>server setup. Never saw such a precise and well formated file collection and zipping. Kudos for that!
It was the most easy way setting up the server, and I did quite a lot of that bs in the past ... Dragonica, Silkroad (which was the most easy one), Aion and so on. Most of them failled because of the people behind them not listing any counterparts to the files. E.g. the server does not match with the client version and vice verse ... fml.

Is using XAMPP necessary? It is somewhat conflicting with my IIS and MSSQL Instance Setup.
Using MySQL 5.7 shouldn't cause issues, I guess?

Hello,

There should be no conflict between MSSQL and MySQL. You can check your ports. MySQL by default uses port 3306. You can change it to anything you can (just remember to also change you server's game and login configs).

Xampp is not required. It's just an easy way to add MySQL. You can just install MySQL server without using Xampp, wamp, or anything.
