Title: Slow Cast at Low Values and Animation Desync at High Values

Description:

There is a mismatch between casting speed, animation, and the actual skill execution time.

At ~1500 Casting Speed and below, skills are cast slower than expected.
The actual cast time is longer than it should be for this Casting Speed value.
At high Casting Speed (~4000 and above), there is a desynchronization between animation and actual casting:
the casting animation finishes earlier, but the cast bar (and actual skill execution) continues.
Expected Behavior:
Cast time should correctly decrease as Casting Speed increases.
Animation, cast bar, and skill execution timing should be synchronized.
The skill should be applied immediately after the cast is completed.
Actual Behavior:
At ~1500 Casting Speed — cast time is longer than expected.
At ~4000+ Casting Speed — animation finishes earlier than the actual cast (cast bar and skill execution are delayed).
