hello can someone tell me which files i need to edit or link that have some guides for these kind of stuff to fix items that doesn't add stats or passive skills for example when i equip a cloak it doesn't add passive skill or stats just appearance, thank you.

Okay this is a long topic. 1st of all the skills you are trying to add are custom made or they are already existing?

If they exist and you try to add some more skills on the item then try to see a similar item how is it working. Take for example "Blessed Valakas Necklase" find the item and observe how is it working and how is providing you with a passive skill when equipped.

If the skill you try to add is a custom one then you need waaaaayyyy more work on both serverside and client side.
