Are you sure it needs to be added?
I do not see in old L2Wiki.

Also currently on 4game EU they do not get it.

No, I'm not sure. Also cannot find this skill in Wiki.

Just this information i could find, https://l2wiki.com/classic/Craft_Items
They say "Warsmith is the only class in the game capable of creating items grade NG and higher. Warsmiths can create items for themselves and for others using a special interface: Workshop."

They still has Create Item skill tree but have not Dwarf Craft.
I still have no idea how crafting system work in the latest game.

Yes, but this skill not removed in classic kamael

About recipes in update they just removed only old soulshots D,C,B,A,S from Recipe Book and Drops:
