C6 DB clogs the CPU

When you turn on the server on linux ubuntu, the mysql database starts working in two cores at 80%. is this normal?

Linux Ubuntu server, 1 CPU, 2GB RAM, 1GB swap, ssd.

mysql  Ver 15.1 Distrib 10.1.44-MariaDB, for debian-linux-gnu (x86_64) using readline 5.2

there is no such thing on another build.
