Based on a recent experience with one skill that has it's reusetime wrongly implemented on XML files from Vanguard and it's error persists on the open test beta I did some data parsing and I've found 190+ skills that the reuseDelay are wrong based on the skillGrp files from Mobius Crusader's System:
https://pastebin.com/uhuFc48rMy research was considered those skills that are implemented on Vanguard source including those that has multiple reuseDelay's (as ID 49 - Holy Strike - that's have a different reuseDelay based on skill level). As I don't have access to Crusader there no chance to fixig it myself and as I want to became an subscriber soon it will be a waste of time to fix it on Vanguard. By the ay there is the list to who else want to fix them on open source.
