Yep, on the Official Russian server it working for mobs, also one thing regarding this skill, when you doing the quest for awakening, sometimes this skill should appear in the battle (Harnak Underground), please see video from 4.24

Was it Helios where they removed alterskill on awakened class skill ?

Either way it is used during third class quest as well as awakening quest based on npc abnormal, fast to do.
