Title: Combination of Runes chances

I was looking around in the CombinationItems.xml and noticed that the enchant success rates were false. So I fixed them.

Official experiment conducted from an Innova staff member. I know those percentages cannot be 100% true, but it's the closest that you will find for an official source from EU/RU retail.

Where does this go? Replace everything?
Make a diff patch for it.

This replaces all the normal Rune combination info in the CombinationItems.xml. I don't know what a diff patch is.
