The character cannot learn skills due to lack of SP points. On the official server, all skills up to 85 cost 0 SP

It says 4 SP on the window for the novice skills..

This error has been around for quite some time and continues from build to build.
Few SP points are given for quests and the character cannot learn skills until level 85

dist/game/data/skillTrees/1stClass/Warrior.xml
For each class must set levelUpSp="0" or remove it?

This is a problem with all classes except the death knight, I remade it manually in the old build, but in the new version I will have to again.
