Like the topic says im new to this and i want to make an l2 server mostly for myself and friends. Preferably Grand crusade or helios.
Where do i get all the necessary files for it like the datapack, client, etc?

another quick question. How do i edit the characters? like for say in navicat db giving them admin access level ?

go to db -> charecters table, give accesslevel 100 to the desired, save and relog.

under what directory do i find the db ?

i found the account manager C:\L2J_Mobius\login\SQLAccountManager
But it doesnt change anything when i give access level.

You are updating the account access level. You need to update the character access level, inside "characters" db table.
You can use any sql client to connect to the db, doesn't need to be navicat. You can use HeidiSQL for example. If you are using XAMPP or any other portable WAMP solution, it could include phpmyadmin. You can use that too.

anyclue how to change the race in game ? because when i give a character a class in changes the race.

i think you need to search on google first, how to use a gm char on l2. theres a lot og guides with gm commands and you can also see how to use it
